EXPANSION: Sinaloa City Sicario

As the War on Drugs heated up, the crumbling United States were no longer able to advance their campaign against the ever-growing Cartel due to unrests and crisis in their own land. The former USA lost their influence and eventually fell apart while the Cartels united under one banner - either by choice or by force...
From the ashes and the mountains of bodies left in the wake of the war rose the Sinaloa Megacity (Megaciudad de Sinaloa), a sprawling narco-city-state ruled by the Cartel. It stretches along the Northeast coast of former Mexico, only the Mexico City Megalopolis outclassing it in size within the borders of the EUM (United Mexican States). In this city ruled by a criminal organization, crime rates are understandably high. Hard drugs can be purchased in stores like alcohol or cigarettes and armed conflicts are high on the agenda. To deal with the high crime rate, Sicarios patrol the streets, acting as law enforcers and brutally cracking down on everything they do not tolerate while neural links to surveillance Dragons enable them to get an aerial view and scope out vantage points. 
To show their affiliation and record their personal history, skills and achievements, their bodies are decorated with a multitude of coded tattoos and enhanced by a plethora of robotic prosthetics. While some of them only serve aesthetic purposes, they are usually meant to enhance their strength, senses and endurance and can tell you a lot about the person standing in front of you. Most of them got their first enhancements before they joined the force and their prosthetics are often self-made due to the high poverty...
